1. (SBU) Econoff delivered reftel demarche on October 31 to Director
of Economic Affairs Laurence Kizza at the Ugandan Ministry of
Finance. Econoff provided Financial Action Task force guidance and
press releases from the Departments of State and Treasury. Kizza
responded that he did not know if the referenced Iranian
organizations operated in Uganda, but said he would contact the
Embassy if an investigation revealed any suspect Iranian activities.
