1. (SBU) The Department of State reviewed its files and finds that,
to date, it possesses no credible information of gross violations of
human rights for the individuals identified below. These individuals
are candidates for "Special Investigation Group Workshop on Pangolin
and Big Cats." The International Law Enforcement Academy (ILEA) in
Bangkok, Thailand will host the workshop from November 26-28, 2008.
The Lao nominees are police officers in the Ministry of Public
Security.
