1. (U) This cable is an additional response to request in
reftel. Embassy Zagreb was asked to vet an additional
individual from Croatia, Zeljko Cepanec, for the Sovereign
Challenge Conference.

2. Embassy Zagreb has vetted the proposed name and has found
no evidence of "gross violations of human rights" as per
Leahy Amendment vetting requirements that would disqualify
the candidate from attending the 4th Annual Sovereign
Challenge Conference 17-20 November 2008.

3. (U) Embassy Zagreb verifies that as of November 3, 2008
Zeljko Cepanec cleared human rights vetting with effective
date of November 3, 2008. Based on the "good for one year"
vetting policy, this individual is now cleared for
participation in U.S. sponsored training until November 3,
2009.
