1. (SBU) Pol-Mil Officer discussed ref demarche December 2
with Ambassador Elsa Kelly, the MFA Director for
International Security, Nuclear and Space Affairs (DIGAN),
the head of Argentina's delegation to the November 19-20 NSG
Consultative Group (CG) meeting in Vienna. Kelly described
the CG meeting as "difficult" but said that the participating
government (PG) representatives had been able to reach what
she called a "consensus" on the language for a criteria-based
approach to transfers of enrichment and reprocessing
technologies and equipment.
2. (SBU) Asked whether the GOA was prepared to confirm its
agreement to the amendments to paragraphs 6 and 7 agreed to
ad referendum on November 20, Kelly said that the GOA needed
to confer with Brazil. Officials from DIGAN, including
Kelly, are traveling to Brazil for meetings December 9-12;
Kelly said that they would discuss the ad ref text on the
margins. Kelly said that given the dates in Brazil, she
would be in touch with the U.S. delegation to the CG to see
whether Argentina could convey its decision December 13, or
"close to midnight" on the 12th.
