1. (U) Econoff shared reftel talking points with Isaac Sebulime,
Director of the Multilateral Organizations and Treaties Department
at the Ministry of Foreign Affairs. Sebulime said he would confer
with other government ministries before commenting substantively on
the proposal. Post plans to follow up with the Ministry and will
report GOU reactions at that time.
