(SBU) Poloff conveyed points on the Ministerial at the UN
Security Council on the resolution against piracy off the
Horn of Africa (reftel) to Julian Juarez Cadenas, the Deputy
Director General for UN-Related Security and Legal Issues at
the Foreign Secretariat (SRE). Per reftel instructions
Poloff invited the Government of Mexico (GOM) to participate
in the Contact Group envisioned in the resolution. Juarez
said that he would pass on the invitation to SRE's office
that is preparing for Mexico's participation as a
non-permanent member of the Security Council next year.
Juarez commented that he did not/not believe that the GOM
could be an active member on the ground given a lack of
diplomatic representation in the region--its closest mission
is located in Ethiopia--but he expressed hope that the GOM
could assist efforts to combat piracy in the area in some
way. He said that members of SRE's Security Council office
were traveling to the U.S. to meet with Department officials
later this week.
