1. (SBU) We delivered reftel demarche on the IEA 2009-10
budget December 11 to MFA Department of Multilateral Economic
Relations Director Pavel Kafka and Ministry of Industry and
Trade Power Director Roman Portuzak. There was no immediate
response. On December 12, we received an e-mail from Petr
Martinek from the MFA Multilateral Economic Relations
Department. According to Martinek, the Czechs had outlined
their position on the IEA budget in the following text which
had already been shared with the IEA Secretariat in Paris:
Begin text of Czech position: "We (the GOCR) are open to any
discussion on items put forward. At the same time we cannot
agree to construct any linkage between adoption of (the)
budget envelope and discussion on the IEA future financing.
We also believe that any preliminary conditions to such a
discussion are not acceptable." End text.
