GICNT 5TH PLENARY INVITATION

1. (SBU) Dutch DCM Frank Keurhorst delivered his country's
invitation requesting Morocco's participation in the 5th
Global Initiative To Combat Nuclear Terrorism (GICNT) plenary
meeting to Ministry of Foreign Affairs Head of United Nations
Division Azzedine Farhane on December 22. Keurhorst
delivered this invitation jointly and in cooperation with
Russian DCM Alexandre Khoudryachov and POLCOUNS.

2. (SBU) Farhane accepted the invitation and said that
Morocco is looking forward to participate in the event at The
Hague on June 16-17, 2009. If desirable, Morocco is ready to
prepare a presentation on an appropriate subject.

3. (SBU) Farhane also noted the Government of Morocco (GOM)
has organized a Global Initiative (GI) seminar and is
prepared to do an outreach meeting for West Africa as well as
another activity during the coming year. He further noted
that the GOM just hosted a successful regional North Africa
meeting (including Algeria) on the control of small arms and
light weapons in association with the EU.
