1. The Department grants permission for Ambassador William E.
Todd to be absent from post December 3 - 5, 2008 for travel
to Singapore to attend the 17th International Oil and Gas
Southeast Asia Industry Exhibit and Conference.

2. In Ambassador Todd's absence, DCM John McIntyre will serve
as Charge d'Affaires ad interim.
