ILEA BANGKOK POST BLAST INVESTIGATIONS COURSE

1. (SBU) The Department of State reviewed its files and finds that it
possesses no credible information of gross violations of human rights
for the individuals listed below. These individuals are candidates
for the Post-Blast Investigations Course at ILEA Bangkok. The course
runs from January 11-23, 2009.

2. (U) Although Singapore's Internal Security Department detains a
limited number of suspected terrorists without charge or trial as
permitted by Singapore law, Embassy Singapore possesses no credible
evidence that either of the above-named individuals has committed
gross violations of human rights.

3. (U) Candidates:

YEO Wee Poh; DOB: 20 May 1968; POB: Singapore; Gender: Female; PPN: S
6818943 H; Position: Head (Operations), Singapore Internal Security
Department.

Anand SINGH; DOB: 20 April 1967; POB: Singapore; Gender: Male; PPN: S
1821573 Z; Position: Senior Operations Officer, Singapore Internal
Security Department

4. (U) Post may provide the following statement to authorized
parties: Embassy verifies that the Department of State possesses no
credible information of gross violations of human rights by the
candidates identified in paragraph 2 above, as of this date. Post
may cite this cable in response.

5. (U) If in the future post becomes aware of possible human rights
violations by the candidates listed above; post should inform the
Department and not proceed with training.
