1. (SBU) The Department of State reviewed its files and finds that,
to date, it possesses no credible information of gross violations of
human rights for the individuals identified below. These individuals
are candidates for the "Post Blast Investigations" course hosted by
the International Law Enforcement Academy (ILEA) in Bangkok, Thailand
from January 12-23, 2009. The Lao nominees are police officers in
the Ministry of Public Security.
