REF: JAKARTA 2287

1. (SBU) The Department of State reviewed its files and finds that,
to date, it possesses no credible information of gross violations of
human rights for the units and commanders identified below. These
units and commanders are candidates to attend the ODC - Joint
Combined Exercise and Training (JCET Flash Iron in FY 2009. The
approximate U.S. funding for this event is $110,900.

2. (U) Units and Commanders:

Unit: SATPASKA EASTERN FLEET, 31 MARCH 1962, INDONESIA, 250
PERSONNEL, MARITIME SPECIAL OPERATION
Commander: COL YULIUS BUSTAMI, COMMANDER, SATPASKA EASTERN FLEET,
DOB: 21 JULY 1965, POB: BUKITTINGGI, WEST SUMATERA, INDONESIA; MALE

Unit: SATPASKA WESTERN FLEET, 31 MARCH 1962, INDONESIA, 200
PERSONNEL, MARITIME SPECIAL OPERATION
Commander: LTC ANDY KRISWANTO, COMMANDER, SATPASKA WESTERN FLEET,
DOB: 21 JUNE 1968, POB: NGANJUK, EAST JAVA, INDONESIA; MALE

3. (U) To authorized parties: Embassy verifies that the Department of
State possesses no credible information of gross violations of human
rights by the units and commanders listed above, as of this date.
Post may cite this cable in response.

4. (U) If, in the future, post becomes aware of possible human rights
violations by the units and commanders listed above, post should
inform the Department and not proceed with training.
