1. (SBU) Post proposes the following additional Vietnamese
government officials for the Department of State's clearance to
participate in the training course titled "COMPLEX FINANCIAL
INVESTIGATIONS" to be held in Bangkok from October 5-9, 2009. Four
other training candidates have already been submitted by post for
clearance. The visit is funded by the International Law
Enforcement Academy (ILEA) in Bangkok, Thailand. Post has not
found any credible evidence of gross violations of human rights by
these individuals.
