SUBJECT: ECUADOR ATTENDANCE AT 64TH UNGA

1. (SBU) PolOff spoke with MFA Multilateral Affairs Director
General Lourdes Puma on August 14 to determine which GOE
officials would attend UNGA (reftel). Puma said that
President Rafael Correa would not be traveling to the U.S.,
that Foreign Minister Fander Falconi would represent Ecuador
at the UNGA, and that no dates had been confirmed. Post will
continue to follow up to confirm Ecuador's attendance.

2. (SBU) The following is initial information on GOE
attendance in the format requested in reftel:

A and B. Attendance of the Head of State or Head of Government

-- Rafael CORREA Delgado, President
-- Will NOT attend.

C. Attendance of the Foreign Minister.

-- Fander FALCONI Benitez, Foreign Minister.
-- September 22-25 (present for General Debate), dates to be
confirmed.
-- Spouse not attending.
-- Foreign Minister Falconi speaks some English, but prefers
Spanish.
-- Bilateral meeting requested.
