1. (U) This cable is sensitive but unclassified and not/not
intended for internet distribution.

2. (SBU) EMIN met with Koo, Hyunmo, Director of the
Disarmament and Nonproliferation Division of the Ministry of
Foreign Affairs and Trade (MOFAT) on August 20 to deliver
reftel demarche. EMIN thanked Koo for ROKG's July 27 actions
in support of UNSCR 1718 sanctions. EMIN stressed US
designation of Korea Kwangson Banking Corporation under E.O.
13382 as consistent with both UNSCR 1718 and 1874 and urged
the ROKG to take all necessary steps to prevent transactions
with or through Korea Kwangson Banking Corporation.

3, (SBU) Koo explained that Korean law requires ROK
designation when the UN designates an individual or entity,
but does not provide authority for the ROKG to designate in
the absence of UN authorization. He promised to pass the
non-paper to the Ministry of Strategy and Finance and the
Ministry of Justice. He noted that transactions by any DPRK
financial institution, including Kwangson, are closely
scrutinized under Korean law.
