Legal Counsellor Sari Makela in the MFA Legal Department and
to the MFA's Kosovo and Serbian Affairs officer Counsellor
Tony Paso on September 2. According to Makela, as of
September 10 the Government of Finland had not reached a
decision as to whether to make an oral statement.
