BI-ENNIUM BUDGET AND IGC MANDATE RENEWAL

1. (U) Subject demarche along with Nonpaper was delivered to the
Nigeria Ministry of Foreign Affairs on September 10 via Diplomatic
Note 1143 and the Nigerian Copyright Commission (NCC) on September
11 in person. The NCC also asked and received electronic copies of
the Diplomatic Note and Nonpaper for transmission to the Nigerian
WIPO desk officer in Geneva. The NCC indicated their interest in
discussing the issues with the Nigerian Ministry of Foreign Affairs
and other African countries. The Director General (DG) was not in
country, but his personal assistant said he would forward the
information to the DG. Post made verbal notification on demarche
completion to EEB/TPP/IPE LaCrosse on September 11.
