1. (SBU) Post delivered reftel demarche to the
International Organizations and Conferences
Department, Ministry of Foreign Affairs (MFA) on
September 10 and had a follow-up conversation on
September 14. MFA officials said they are
coordinating with the Ministry of Agriculture on the
invitation and China's position regarding the draft
joint statement.

2. (SBU) Post also contacted Steven Sabey, Policy
Advisor in the Office of the United Nations Resident
Coordinator in China, who said an invitation to the
September 26 food security event has also been sent
from UN Headquarters in New York to MFA. Sabey said
MFA informed his office that China plans to attend
the September 26 event and is currently deciding on
the appropriate level of participation.

3. (U) We will report further information as it
becomes available.
