SUBJECT: ROMANIAN RESPONSE TO THE EXISTENCE OF A COVERT
URANIUM ENRICHMENT FACILITY IN IRAN

1. (SBU) Deputy POL Chief coordinated with representatives
from UK and French Embassies in Bucharest to jointly deliver
Reftel demarche on the existence of a covert uranium
enrichment facility in Iran to the Deputy Director of the
Asymmetric Risks and Non-Proliferation Division of the MFA,
Anca Jurcan on 30 September 2009. Jurcan expressed Romanian
support for the French, British and American opposition to an
Iranian nuclear weapons program and stated that Romania is
concerned by the revelation of the enrichment facility near
Qom and also by the Iranian Medium Range missile tests on 28
September, 2009.

2. (SBU) Jurcan added that Romania would support a call for
an extraordinary meeting of the IAEA Board of Governors prior
to the scheduled 26 November meeting, in order to underline
the IAEA's concern about Iran's failure to notify the IAEA of
the construction of the uranium enrichment facility near Qom.
Jurcan also stated that she hopes that the American, British
and French governments will inform Romania of the results of
the meeting with Iranian officials in Geneva on 1 October
2009.
