USA, OCTOBER 21 TO DECEMBER 10, 2009

1. This is an action request. See para three.

2. The following candidate has been selected for participation in
the Advance Security Cooperation (ASC-2) in USA, which will begin on
October 21, 2009. Post vetting was completed on September 17, 2009.
Post requests that vetting be completed by October 19, 2009 to
provide sufficient time for processing. Post requests the department
conduct Leahy vetting for the following candidate:

1. Name: S M Shamim-Uz-Zaman
Rank: Brigadier General
Unit: Headquarters 26 Infantry Brigade
Unit Location: Bogra
Personal Number: BA- 2664
Date of Birth: 02 January 1965
Place of Birth: Khulna, Bangladesh

3. Post requests that the Department of State authorize post to make
the following statement to the relevant DOD units: "Embassy verifies
that the Department of State possesses no credible information of
gross violations of human rights by the above named individual or
unit."

4. Post Acting Human Rights Officer is Enrique Gallego, unclass
e-mail: GallegoER@state.gov.

5. COMMENT: Embassy has no information to indicate these
individuals or any units they have served in have been involved in
gross violations of human rights.
