SUBJECT: Demarche Delivered: U.S. CANDIDACY FOR INTERNATIONAL
MARITIME ORGANIZATION COUNCIL

Poloff delivered the diplomatic note and aide memoire to the
Vietnam Ministry of Foreign Affairs Department of International
Organizations on September 23, 2009. Mr. Khong Hoang Khoi, IMO
Desk, indicated that the information would be transmitted to the
Ministry of Transport, who will consider all requests for Vietnam's
support from countries seeking election or re-election to the IMO
Council. The Ministry of Transport will then coordinate its
recommendations across the Government of Vietnam in order to make a
determination of support in time for the IMO Assembly in London.
Mr. Khoi did not provide any substantive feedback related to the
re-election of the United States to Category A membership on the
Council.
