SUBJECT: COM APPROVAL OF TACTICAL ANALYSIS POSITION IN LISBON,
PORTUGAL

1. The Chief of Mission approves the request by the Department of
Defense, Department of the Army to establish a permanent Tactical
Analysis Team (TAT) Analyst Position in Lisbon, Portugal. The
position will be filled by a full-time, permanent GS-13, Joint
Interagency Task Force (JIATF) South Liaison Officer.

2. This position was not included in Post's Mission Strategic Plans
or in Post's Rightsizing Review dated April 3, 2008. However, there
is a critical need for this position as Portugal has become an
increasingly important trans-shipment point for drugs entering
Europe from South America.

3. The TAT will be physically located outside of the Embassy with a
multi-national task force. However, until and unless a Memorandum
of Agreement determines otherwise, all classified holdings and
processing will be carried out in the controlled access area
provided by the Defense Attach Office (DAO).

4. All agencies at Post subscribe to ICASS services. Mandatory
services include the Basic Package, CLO, Health Unit, Housing, and
Security. The TAT Office will be provided with the opportunity to
subscribe to all of the services available at Post. The total ICASS
support costs will be determined by the services requested.
