SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: DEA MONEY LAUNDERING CONFERENCE IN SAN JOSE, COSTA RICA

1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.

2. The following individuals will attend the DEA Money
Laundering Conference in San Jose, Costa Rica from September
15 - 18, 2009. The names are listed with the surname first,
followed by rank and DOB:

Unit: Nicaraguan National Police

Aleman Orozco, Juan Jose; Sub-Comm; 29 Aug 1966
Crobetto Acevedo, Mario alberto; Cpt; 29 Mar 1959
Saravia Lara, Edgar Javier; Lt; 22 Feb 1974

3. As the U.S. Embassy Managua Leahy vetting coordinating
office, we certify that Post has completed its own local
vetting and found no credible evidence of gross violations of
human rights.

4. In order to prepare for the participants' travel, we
appreciate the Department's response by September 9, 2009.
