SUBJECT: INVITATION TO FIRST EAST AFRICA REGIONAL STRATEGIC
INITIATIVE WORKING LEVEL OFFICERS MEETING

1. (U) We are pleased to invite your mission to send up to
two working level officers responsible for cuonterterrorism
to the first East Africa Regional Strategic Initiative Action
Officers meeting in Nairobi, Kenya on September 29, 2009.
Participants will join in discussions to identify priority
policy goals and programmatic recommendations and share
counterterrorism lessons learned on issues of concern to all
missions in the region.

2. (U) During the meetings we will discuss a variety of
topics regarding how to accomplish best the U.S. government's
counterterrorism goals in the Horn of Africa and Yemen on a
regional basis. A more detailed agenda will be sent out
later, but the general topics will include:

a. Security threats in the HOA region
b. Working effectively with Washington agencies
i. Sources of CT assistance
ii. 2010 CT funding projections
c. How to integrate CT efforts within each mission
d. Coordinating CT programs between multiple U.S. missions
e. Working with Allies, International Organizations (IOs)
and Non Governmental Organizations (NGOs)
i. IGAD/ICPAT
f. Encouraging regional governments to coordinate with one
another on CT matters
i. Barrers to regional cooperation
ii. Examples of effective cooperation
iii. Joint training opportunities (ATA, Mil-to-mil)

3. (U) Participants will be limited to two officers from
each post. We hope to include our missions in and with
responsibility for Comoros, Djibouti, Eritrea, Ethiopia,
Kenya, Mauritius, Somalia, Sudan, Tanzania, Uganda and Yemen.
Classification level for discussions will be limited to
SECRET/NOFORN.

4. (U) Invitees are requested to reply to this invitation
no later than September 9th, 2009.

5. (U) Points of Contact: The primary point of contact for
this conference is Samuel Madsen, East Africa Regional
Strategic Initiative Officer, based in Nairobi
(madsensa@state.gov or madsens@state.sgov.gov), telephone
254-20-363-6184, IVG 871-6184. Zack Rothschild, S/CT East
and Southern Africa Regional Advisor, is the point of contact
in Washington D.C. RSI PoCs will be in touch with your
staffs on logistical details; please provide a PoC in your
office.

6. (U) Travel and Conference Costs: S/CT will pay for
travel and per diem costs for the participants. Mr. Ronald
Gain, (202-647-1843, email: gainrl@state.gov) is your point
of contact for travel funding questions. The M&IE rate for
Nairobi is 118.00 and the lodging rate is 260.00. Embassy
Nairobi will provide transportation and hotel reservations.
Please provide Embassy Nairobi with your actual itinerary
when available. Blanket country clearance is granted, but
Embassy Nairobi asks that all participants use
E-CountryClearance. Logistics POC at Embassy Nairobi is
