1. (SBU) Post delivered reftel demarche, including invitation letter
and draft statement, September 11 to Deputy Prime Minister and
Minister for Foreign Affairs and International Cooperation Hor
Namhong. The Deputy Prime Minister does not plan to attend the
September 26 meeting on Partnering for Food Security. He designated
His Excellency Roland ENG, Advisor to the Royal Government of
Cambodia (RGC), to attend on behalf of the RGC.

2. (SBU) Post will report any substantive RGC comments on the draft
statement via septel.
