1. (SBU) We delivered reftel demarche on September 25 to
Environment Ministry Department of Climate Change Director
Pavel Zamyslicky. Zamyslicky said he is pleased that the
U.S. is taking strides to combat climate change outside of
the Waxman-Markey bill, which he fears will not sufficiently
progress before commencement of Copenhagen negotiations. He
also acknowledged President Obama's clear dedication to
seeing a positive result in Copenhagen. Zamyslicky expressed
his hopes that the U.S. will give serious consideration to
the EU Commission's global finance blueprint for supporting
the developing world's efforts to combat climate change.
