SUBJECT: Ecuador's Agriculture Minister to Attend UNGA Food Security
Event; Plans to Make Presentation

1. This cable is in response to action request in reftel.

2. On September 14, reftel invitation to the UNGA Food Security
event and draft statement were delivered to Ecuador's Minister of
Agriculture, Livestock, and Fisheries Ramon Leonardo Espinel with a
copy to Ambassador Lourdes Puma, Director General of Multilateral
Affairs at the Ministry of Foreign Affairs (MFA).

3. Minister Espinel plans to attend the September 26 Food Security
meeting, accompanied by Denise Jeaneth Romero, Institutional
Coordinator for the Ministry of Agriculture. According to the MFA,
there is a possibility that Foreign Minister Fander Falconi will
also attend. The expectation is that this will be the subject of
internal deliberations this week.

4. During the September 26 meeting, Minister Espinel would like to
make a 10-minute presentation on the Ministry of Agriculture's
actions regarding rural development, in particular, on how the
Ministry is working with small producers under a constitutional
framework of food sovereignty.
