1. (U) This is an Action Request. See paragraph 4.

2. (U) The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a post-shipment check on licenses 050123318, 050131759,
050131068, and 050131059 for the export of firearms to
Thailand. Post is requested to complete this Blue Lantern
check within 45 days. Lack of response to a Blue Lantern
check will affect pending and future licenses involving
parties to this license.

3. (SBU) Reason for Request: Information obtained by PM/DTCC
indicates that four (4) Smith & Wesson firearms originally
exported to Thailand under these licenses may have been
re-exported without Department authorization. This request
is for Post to review the records of the end-users listed
below to determine to whom the following firearms were sold:
Smith & Wesson serial numbers BJM3309, BJM3310, BJM3313, and
BJM3348. In addition, P. Phanich Firearms and Mata Firearms
have never been subject to a Blue Lantern check. Post is
requested to establish the bona fides of these companies.

4. (U) Action Request: Post is requested to determine the
ultimate end-users of the following four Smith & Wesson
firearms:

--Serial number BJM3309 exported on license 050123318 to Mata
Firearms (see para 5A)
--Serial number BJM3310 exported on license 050131759 to
Aumnaj Firearms (see para 5B)
--Serial number BJM3313 exported on license 050131068 to P.
Phanich Firearms (see para 5C)
--Serial number BJM3348 exported on license 050131059 to
Erawan Firearms (see para 5D)

Post is also requested to establish the bona fides of P.
Phanich Firearms and Mata Firearms by making inquiries to
representatives of the companies and appropriate host
government officials. The following points are included for
guidance:

(To Fixtech)

--Did you ever have physical possession of the firearms
listed on these licenses? If so, please provide all
documentation that demonstrates the firearms were transferred
to the end-users listed on these licenses.

(To Mata Firearms)

--When was your company established and who are its
principals?

--What products and services does your company provide? Who
are your regular customers and where do they reside?

--What are your annual sales of U.S.-origin firearms?

--Please provide all documentation on the sale of a Smith &
Wesson firearm serial number BJM3309. To whom did you sell
this firearm? Where does this customer reside? Please
provide any information you have on this customer.

--Are you familiar with the regulations governing the import
of U.S.-origin defense articles, including restrictions on
re-transfer or re-export?

(To Aumnaj Firearms)

--What are your annual sales of U.S.-origin firearms?

--Please provide all documentation on the sale of a Smith &
Wesson firearm serial number BJM3310. To whom did you sell
this firearm? Where does this customer reside? Please
provide any information you have on this customer.

--Are you familiar with the regulations governing the import
of U.S.-origin defense articles, including restrictions on
re-transfer or re-export?

(To P. Phanich Firearms)

--When was your company established and who are its
principals?

--What products and services does your company provide? Who
are your regular customers and where do they reside?

--What are your annual sales of U.S.-origin firearms?

--Please provide all documentation on the sale of a Smith &
Wesson firearm serial number BJM3313. To whom did you sell
this firearm? Where does this customer reside? Please
provide any information you have on this customer.

--Are you familiar with the regulations governing the import
of U.S.-origin defense articles, including restrictions on
re-transfer or re-export?

(To Erawan Firearms)

--What are your annual sales of U.S.-origin firearms?

--Please provide all documentation on the sale of a Smith &
Wesson firearm serial number BJM3348. To whom did you sell
this firearm? Where does this customer reside? Please
provide any information you have on this customer.

--Are you familiar with the regulations governing the import
of U.S.-origin defense articles, including restrictions on
re-transfer or re-export?

(To Appropriate Thai Officials)

--Are Mata Firearms and P. Phanich Firearms properly
authorized to import and sell defense articles in Thailand?

--Do you have any information on Mata Firearms, Aumnaj
Firearms, P. Phanich Firearms, and Erawan Firearms that would
question their reliability as a recipient of U.S. defense
articles?

--Do you have any records of Mata Firearms, Aumnaj Firearms,
P. Phanich Firearms, or Erawan Firearms exporting U.S.-origin
firearms to end-users outside Thailand?

In its reply, Post is encouraged to comment on any connection
between these companies and any other information pertinent
to this transaction such as security of facilities, end-use,
and concerns about the entities involved.
