SUBJECT: TURKEY: TOKYO PLEDGE IN PROGRESS

(SBU) On October 22, we delivered reftel points to MFA South
Asia Division Head Emre Karagol. Turkey pledged USD 100
million at the April 2009 Tokyo Donor's Conference. USD 10
million was given as a cash grant, and the rest will be
allocated to special projects. The projects, which have been
proposed by Pakistan, are being reviewed by the Turkish MFA
and the Turkish international development agency, TIKA. TIKA
will administer the projects. We are seeking a meeting with
TIKA to develop information on the projects proposed by
Pakistan.
