1. On October 1, Embassy delivered reftel demarche to the
Chief of the Europe and America Department, Ministry of
Foreign Affairs, Hamadou Albachir Toure, and to Colonel
Amadou S. Gueye, Counselor in charge of Military Cooperation
at the Ministry of Defense. Both Toure and Gueye indicated
enthusiasm for the workshop and stated that they looked
forward to receiving the further documentation and
