1. (SBU) On September 25 Science Officer delivered the demarche per
REFTEL A requesting Brazil's support the U.S. candidacy at the
International Maritime Organization (IMO) to Second Secretary Andre
Tenorio Mourao of the Division of Oceans, Antarctica, and Outer
Space at the Ministry of External Relations. Mourao was pleased to
hear of the U.S. candidacy, but would not say whether Brazil would
support it.
2. (SBU) Mourao also noted Brazil's candidacy for a Category B
council seat and asked for the United States' support.
3. (SBU) Mourao indicated that the Ministry of External Relations
would be interested in an exchange of votes/support, however per
REFTEL B Post informed Mourao that the U.S. Delegation does not
reveal its votes in advance or after the election.
