1. (U) POLOFF, joined by Russian Embassy Counselor Andrey Kosilin
and Russian Attache Igor Isaenko, delivered REF comments October 15
to Nineta Barbulescu, Director of the MFA Directorate for OCSE,
Asymmetric Threats and Nonproliferation. Barbulesco stated that
Romania would be attending the Exercise Planning Group (EPG) in
January, and queried whether MFA participation would be useful and
requested the level of delegation, when known, from the US and
Russia.
2. (U) Romania is a strong supporter of GICNT and other
non-proliferation efforts and Barbulesco in particular is looking
for ways Romania can contribute to these efforts. Specifically,
Barbulesco proposed a short presentation detailing the success of
the final shipment HEU from Romania to Russia, sponsored by US
Department of Energy. This was the first time such a shipment was
done by air and was extremely successful. Barbulescu commented that
this presentation may help new partners understand what can be done
in the fight against proliferation. She also recommended that an
inventory of all disarmament and nonproliferation events be compiled
for distribution at EPG meetings, Nuclear Supplies Group Plenary
meetings, Multilateral Prepatory Talks, etc for the same reason.
