1. (U) Acting Director of the Department of International
Organizations at the Ministry of External Relations, Rosaline
Uwimana, discussed Secretary Clinton's letter and
accompanying USG food security plan (reftel) in an October 27
meeting with Emboff. While Ms. Uwimana was receptive to the
USG approach, she deferred any comment until the Director
himself had returned later in the month and had an
opportunity to review the information.
