1. (U) On October 13 the Amir, with the approval of the
Cabinet Council, instructed the Kuwaiti Red Crescent Society
(KRCS) to send immediate emergency humanitarian assistance to
Yemen. The Yemeni Red Crescent Society made the appeal for
urgent support to the KRSC due to the deteriorating situation
for civilians in Yemen,s northern governorate of Saada
(reftel).

2. (U) Yousef Al-Meraj, Coordinator in the Department of
Disasters Management and Emergency, Kuwaiti Red Crescent
Society (KRCS), told post that the first set of trucks
carrying supplies would move to Yemen by the beginning of
next week. He confirmed that initial assistance will be sent
immediately to the northern governorate of Saada and will
include 11 trucks filled with thousands of tents and
blankets. He stated that the Cabinet Council had designated
no specific aid amount, and that KRCS had chosen the initial
aid based on its ability to quickly prepare the aid for
immediate shipment. He also stated that a second shipment of
similar humanitarian assistance is planned but had no further
details about the amount and timing.
