1. (SBU) Head of Ministry of Foreign Affairs Department for
Military Technical Cooperation Viktor Matsko confirmed to us
on October 19 that Ukraine supports Serbia's membership in
the Southeastern Europe Defense Ministerial, and also
supports immediate membership for Montenegro. Ukraine, he
added, supports in principle membership for all Balkan
states. Acting Minister of Defense Valeriy Ivashchanko is
expected to attend the Ministerial in Sofia, and will be
informed of the U.S. position.
