The following is an unofficial translation of the
congratulatory letter from Portuguese President Cavaco Silva
to President Obama. Original letter was sent to the
Portuguese Embassy in Washington for delivery. We received a
courtesy copy of original text.

President of the United States of America
Washington

Mr. President,

Upon learning of the Nobel Committee,s decision to honor you
with the 2009 Nobel Peace Prize, I would like to transmit to
you warmest congratulations, in my name and in the name of
the Portuguese people.

This decision acknowledges your efforts in seeking concerted
and global answers to the problems that affect the world
today, as well as your work in support of a more balanced and
fair international order based on the values of peace,
dialogue among peoples and cultures, and respect for human
rights.

Reiterating my sincere congratulations, please accept, Mr.
President, my personal regards and consideration.
