SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: RSO, ILEA PERSONAL AND FACILITY SECURITY PROGRAMS IN EL SALVADOR

1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.

2. The following individuals will attend the ILEA Personal
and Facility Security Program training in El Salvador from
November 9 - 20, 2009. The names are listed with the surname
first, followed by rank and DOB:

3. As the U.S. Embassy Managua Leahy vetting coordinating
office, we certify that Post has completed its own local
vetting and found no credible evidence of gross violations of
human rights.

4. In order to prepare for the participants' travel, we
appreciate the Department's response by October 29, 2009.
