1. (S) SUMMARY At Embassy Ottawa's monthly Visas Viper
meeting on September 09, 2009, a list of 27 indidivudals who
were involved in the so-called "Toronto 18" conspiracy, a
plot to engage in terrorist activities in the Toronto
metropolitan area, was submitted for consideration. All of
these individuals are watchlisted in the Consular Lookout and
Support System (CLASS). Post is submitting their names to be
included in the Visas Viper program. END SUMMARY

2. (S) The government of Canada has arrested 18 of the 27
individuals. Their names, dates of birth, places of birth,
and citizenship are as follows:

3. (S) XXXXXXXXXXXX, XXXXXXXXXXXX, XXXXXXXXXXXX, and
XXXXXXXXXXXX are all minors, and the Canadian courts
forbid the publication of their names.

4. (S) The Canadian authorities have not arrested 9 other
individuals involved in the Toronto 18 conspiracy. Their
names, dates of birth, places of birth, and citizenship are
as follows:

5. (S) According to one report, XXXXXXXXXXXX may
possess a B1/B2 visa. However, Post could find no record of
such a visa in the Consular Consolidated Database.

6. (S) Consulate General Toronto may have already submitted
some of these individuals. However, Post is including all of
these names to ensure that they are enrolled in the Visas
Viper program.
