MEETING AND CHINA-RUSSIA SUMMIT

1. LEAD STORIES: Several Wednesday morning papers led with the
Okinawa governor's submission to MOD of a position paper concerning
the ministry's environmental impact survey on Futenma relocation.

2. "Russia Cautious about Sanctions on Iran" On Secretary of State
Clinton's meeting with Russian Foreign Minister Lavrov in Moscow on
Tuesday, the top-circulation, moderate Yomiuri wrote (10/14): "The
two officials affirmed enhanced coordination in order to stop Iran's
nuclear development. However, a schism emerged during the meeting
between the U.S., which is keen to contain Iran's nuclear
development by 'threatening' to employ additional sanctions, and
Russia, which is cautious about sanctions."

3. "U.S., Russia to Coordinate on Missile Defense" The liberal Asahi
reported from Moscow (10/14): "There are concerns that a failure to
conclude a pact to succeed the START-1 Treaty by December would
leave the impression that the 'resetting' of U.S.-Russia relations
has suffered a setback. Both the U.S. and Russia are hoping to avoid
making waves in bilateral relations in order to properly deal with
the treaty issue. The two officials hence appeared to be eager to
emphasize their bilateral 'honeymoon' in various aspects."

4. "China, Russia Trumpet Close Relationship" On Russian Prime
Minister Putin's meeting with Chinese Premier Wen in Beijing on
Tuesday, the conservative Sankei stated (10/14): "Mutual distrust is
mounting between the private sectors of China and Russia in response
to various types of friction including trade issues. However, the
two leaders chose not to touch on such outstanding issues and
instead underscored the closeness of their bilateral ties.... It
appears that the two countries would like to prioritize bilateral
unity in the face of the Obama administration's diplomatic
offensive, which has commanded support from the international
community."
