1. (SBU) On Friday, November 06, 2009, Ambassador spoke by
telephone with Deputy Minister of Defense, Francis Bozize. The
minister confirmed that Ugandan forces are in the national
territory of the Central African Republic (CAR) to fight the LRA
at the invitation of the CAR Government. An agreement was signed
between the governments of Uganda and the Central African
Republic in early June 2009 formalizing cooperation between the
two militaries and permitting the presence of the Ugandan
military in the CAR.
