1. (SBU) The PRC agrees to support the candidacy of Ms.
Lucretia Myers for election to the UN International Civil
Service Commission (ICSC), MFA International Organizations
and Conferences Department UN Division Officer Liu Bing
reported to PolOff November 4. In affirming PRC support for
Myers' candidacy, Liu referenced the P5 "gentlemen's
agreement" under which P5 members generally support each
other's candidacies to UN bodies.
