(U) Embassy Colombo delivered REFTEL to the Democratic
Socialist Republic of Sri Lanka Ministry of Foreign Affairs
(MFA) on September 22, 2009. Post followed up with the MFA
on several occasions during October and November in an effort
to obtain a Sri Lankan position on the issue. On November
18, 2009, post was advised by the MFA's United Nations
Section that Sri Lanka was noncommittal regarding whether to
support the United States' candidacy for category "A"
re-election to the International Maritime Organization (IMO)
during the IMO Assembly in late November. The MFA requested
reciprocal U.S. support for their IMO candidacy prior to
consideration of support for our candidacy. Regards.
