1. (SBU) In a November 11 meeting with Foreign Secretary
Madan Kumar Bhattarai (septel), Charge urged the Government
of Nepal to support the U.S. candidacy for the International
Maritime Organization Council. Post had previously delivered
the diplomatic note and aide memoire as per Ref B request on
November 5. Charge provided another copy of the diplomatic
note and aide memoire to Bhattarai, who was unaware of the
issue. The Foreign Secretary thanked Charge, but did not
commit his land-locked country to supporting the U.S.
candidacy.
