(SBU) Poloff conveyed ref. A points November 13 to Juan Jose
Gonzalez Mijares, Deputy Director of International Politics
on Human Rights at the Foreign Relations Secretariat (SRE).
Gonzalez appreciated our gratitude for Mexico's opposition to
no-action motions as a matter of principle and previous
support for the underlying human rights resolutions on Iran,
Burma and DPRK (ref B). While reiterating that the
Government of Mexico (GOM) as a matter of protocol does not
indicate how it will vote beforehand, he said that Mexico is
likely to vote in favor of the resolutions as their texts are
similar to those of previous years. He added that the GOM
would consider advocating these positions with its Latin
American counterparts for the upcoming votes in the UN
General Assembly to the extent that doing so would be
consistent with its own interests.
