SUBJECT: ENTRY OF ARMS FOR SECURITY PROTECTING U.S. FLAG VESSELS

REFS: A) STATE 116588 B) NAIROBI 1338

1. Ref A requests procedures to transport firearms, ammunition, and
related equipment into air and seaports in Kenya. As indicated in
Ref B, U.S. flag vessels wishing to do so should contract with a
freight forwarder which will navigate the Kenyan bureaucracy on
their behalf. U.S. flag ships should be aware that the amount of
paperwork required to transport security equipment is significant.
However, the transit of firearms and ammunition from Nairobi's
international airport to U.S. vessels in Mombasa can be accomplished
given sufficient advance notification and communication. In an
ongoing case, at the request of the U.S. shipping company and their
contracted freight forwarder, the Embassy is drafting a letter to
the Kenyan Commissioner of Police to introduce the U.S. shipping
company and request support for the transport of arms.

2. Companies offering freight forwarding services include, but are
not limited to:
