1. Per reftel A request, Ambassador hand delivered the letter and
enclosed proposal from the Secretary of State to the Government of
Niger (GON) Minister of Foreign Affairs on November 6, 2009. The FM
indicated that the new GON Prime Minister may possibly head the GON
delegation to the Rome Summit.

2. Post anticipates that hunger and food security will be critical
issues in Niger during the coming year, as outlined in reftel B.
