1. (U) EconOff delivered reftel demarche to Jennifer MacKay,
Development Policy Officer Foreign Affairs and International Trade
(DFAIT) and to Frederic Levesque, Program Officer,
Pakistan/Afghanistan, DFAIT on December 14. MacKay acknowledged
the demarche and said she would do her best to find an answer. We
