1.(sbu) PRINCIPAL OFFICER CONVENED A CORE EAC ON WEDNESDAY 16
dECEMBER TO REVIEW CONTINGENCY PLANNING FOR A NONCOMBATANT
EVACUATION OPERATION (NEO). PARTICIPANTS INCLUDED MEMBERS OF
THE FOLLOWING OFFICES: CONS/MGT/PSO and POL/ECON. cONS/mgt/pso
SUMMARIZED HER PARTICIPATION IN A NEO TABLETOP EXERCISE with the
39th air wing AT INCIRLIK AIR BASE EARLIER THAT SAME DAY. THE
EAC REVIEWED the sections of the consulate's Emergency Action
Plan (EAP) related to evacuations.

2.(sbu) aDANA EAC HIGHLIGHTS THE FOLLOWING POINTS RESULTING
FROM DISCUSSIONS AT THE MEETING:

A. the FORCE SUPPORT SQUADRON AT INCIRLIK AIR BASE IS
ASSISTING post to IDENTIFY an APPROPRIATE LOCATION FOR the
DESIGNATED ALTERNATE COMMAND CENTER. we WOULD SUPPORT an
evacuation OUT OF the EVACUATION CONTROL CENTER, BUT ADDITIONAL
SPACE WITH ADEQUATE COMPUTER/PHONE ACCESS is necessary.
B. incirlik is expecting delivery of a new NEO TRACKING
SYSTEM. post WILL ADDRESS WITH CA WHETHER THERE IS A METHOD TO
SHARE DATA BETWEEN THIS SYSTEM AND THE CONSULAR TASK FORCE
SOFTWARE.
C. EAC WILL REVIEW AND UPDATE EMERGENCY SUPPLIES FOR
OPERATION OUT OF the ALTERNATE COMMAND CENTER, INCLUDING FOBS,
LAPTOPS, PRINTERS AND SATELLITE PHONES. we will also have KEY
EMERGENCY ACTION DOCUMENTS AVAILABLE IN MULTIPLE FORMATS in case
DOS INTRANET is inaccessible.
D. Post will hold a mini-cme, including an evacuation to
alternate command center drill, in mid-january.
