1. (U) Per reftel, the GOC presented a proposal to the Department
of Energy in support of the Low Carbon Communities of the Americas
program on November 30, 2009. This program is in response to
President Obama's Energy and Climate Partnership of the Americas
initiative launched at the Summit of the Americas in April 2009.
The GOC's proposal requests technical assistance in the development
of pyrolysis of residual agricultural biomass, which could be used
to mitigate climate change in Colombia. A copy of the diplomatic
note and accompanying proposal has been emailed to the Department
of Energy and WHA/EPSC.

2. (U) BEGIN UNOFFICIAL TRANSLATION OF DIPLOMATIC NOTE:

The Ministry of Foreign Relations - Office of International
Cooperation - sends its greetings to the Honorable Embassy of the
United States of America, to present the project proposal
"Conformation of an Investigation Node, Development and Innovation,
expert in energy use and sustainability of biomass in Colombia,"
for your evaluation and approval.

This project's goal is to develop a technological framework for
pyrolysis of residual biomass from the agro-industry as an
instrument for the mitigation of climate change in Colombia, which,
if approved, could contribute to the development and implementation
of best environmental practices in our country.

The Ministry of Foreign Relations, Office of International
Cooperation, takes this opportunity to reiterate to the Honorable
Embassy of the United States of America the assurances of its
highest consideration.
