1. (SBU) POLOFF delivered Ref. non-paper December 4 to Cristian
Olimid, Director, EU External Relations. Olimid indicated that the
talking points had arrived too late for inclusion into the Romanian
Foreign Minister's brief. Olimid provided no substantive feedback
on the talking points and requested that future talking points be
delivered in a timelier manner.
